Mourning in S. Africa, slaughter in CAR

Another African milestone, another African tragedy. In 1994, a stunning array of world leaders gathered in South Africa to celebrate Nelson Mandela's inauguration while genocidal massacres spread in Rwanda. Now, the world focuses on South Africa again -- this time for Mandela's funeral -- as warnings of potential genocide emanate from Central African Republic. The ironic juxtaposition of the greatest example of African reconciliation with horrific carnage elsewhere on the continent raises the question of what has changed in the 19 years since Rwanda to prevent the kind of targeted exterminations the world repeatedly vows to stop from happening again. If the situation in Central African Republic is the guide, the answer is some change has occurred, but not enough.

Protests as Brazil sells oil field

Brazilian government representatives celebrate with Petrobras President Maria das Gracas Silva Forster (second left) at the end of the auction to develop the Libra oil field in Rio de Janeiro on Monday.

Sao Paulo, Brazil (CNN) — A consortium including Petrobras, Shell, Total and two Chinese companies was the winner and sole bidder in Brazil’s auction of a giant offshore oil block, considered one of the most promising in the world.

Protesters clashed with police and Army troops a couple of blocks from the hotel where the auction was carried out as oil workers and activists denounced the auction as a sale of national assets to foreign companies.

Protesters attacked parked cars and metal barriers protecting the areal while security forces fired tear gas. The government deployed Army troops ahead of the auction to help cordon off the area.

This was Brazil’s first oil auction since new rules were implemented giving more power to the state-owned Petrobras and a percentage of the oil stays in state hands.

A masked protester passes a fire during demonstrations over the sale.

Under the new rules, Petrobras is required to be the sole operator and hold a minimum 30% stake in every consortium.

According to Brazil’s National Petroleum Agency, the Libra oil field holds between 8 billion and 12 billion barrels of oil, making it one of the world’s most promising fields.

In the end, only 11 companies registered for the auction despite government predictions some 40 companies would turn out. And only one consortium actually put in a bid.

Petrobras holds a 40% stake in the winning consortium. The other members are:

– Shell, incorporated in the United Kingdom and headquartered in the Netherlands. It has a 20% stake.

– Total, a French multinational company. It has a 20% stake.

– China National Petroleum Corporation and China National Offshore Oil Corporation. They have a 10% stake each.

The auction comes at a bad time for Petrobras, which is struggling with its debt but will provide needed cash for state coffers.

The winning consortium has to cough up a $7 billion signing fee and invest about $185 billion over the 35 years of the concession.

(CNN) — Shootings, attempted assassinations and intimidation – welcome to Libyan football in 2013.

The country’s largest club Al-Ahly, which is based in the capital Tripoli, had been due to face Tersana Tuesday in its latest league match, but its participation in the national league was thrown into jeopardy after its Egyptian coach Hossam al-Badri was shot following the 1-1 draw against Al Sowaihili on October 12.

Al-Badri told CNN Arabic then that he wanted to spend Eid al-Adha — one of the two most important festivals in the Muslim calendar — in Cairo and spend time thinking about if he would resume his duty in Tripoli or not.

The club told local media: “Our coach was shot at, at his home after a match in the league against Al Sowaihili that ended 1-1. He is safe but upset after what happened.

The 53-year-old Al-Badri steered Cairo’s Al -Ahly to the African Champions League title last November before joining the Libyan club in May. Club president Sassi Bouaoun has travelled to the Egyptian capital in a bid to convince his manager to return.

In an interview with Libyan television, Bouaoun confirmed the team had returned to training and was already preparing for the upcoming game against Tersana.

He also stated that because of the country’s fragile security situation that there are opponents who do not wish to see Al-Ahly at the top of the league.

The incidents will cast a shadow over Libya’s plans to host the 2017 African Cup of Nations.

The Confederation of African Football was not immediately available for comment on the Al- Ahly Tripoli attacks.

The country is only just recovering from the kidnapping of Prime Minister Ali Zeidan following an attempted coup carried out by political opponents determined to topple his government.

Zeidan was abducted from a luxury hotel in Tripoli and held for several hours by militia gunmen before being released.

The incident, which highlights threats posed by militias, is just one of several which have occurred since the revolution two years ago.

Armed militias have roamed the country largely unchecked since the 2011 ouster of Gadhafi.

Gangs of armed men have surrounded key ministries, including the Justice Ministry, trying to force out members of the democratically elected government.

Salah Marghani, the justice minister, was forced to evacuate after armed militias surrounded his ministry in April.

Libyan intelligence services have warned that the country is becoming a haven for al Qaeda to regroup and regenerate itself.

According to government officials, numerous weapons left over after Gadhafi’s downfall are providing groups with different motivations to form their own militias.
